DIRECTIONS: Use the Table for Determining Majority and Two-Thirds Votes (left click "Maj. & 2/3 Votes" on the Main Menu to the left) to solve the problems. Assume the club members who are present are considering New Business on the agenda at a regularly scheduled meeting. The answers are on the bottom of the page.

DEFINITIONS: A quorum is the number of voting members who must be present at a meeting in order that business can be legally transacted. A majority vote is more than half of the votes cast. A two-thirds vote means at least two-thirds of the votes cast. A motion that receives a tie vote (equal number of affirmative and negative votes) is lost, since it did not receive a majority of the votes cast. Normally, the chair can only vote when his/her vote would change the outcome of the vote or if the vote is by ballot.
  1. The Orchid Garden Club has 30 members and a quorum is a majority of all members. A member moved that the club purchase a dozen orchids for the city greenhouse. After a second and debate, 20 members voted on the motion. What is the minimum affirmative vote required to adopt the motion?

  2. The Yacht Club has 45 members. A member moved “to extend the boat dock twenty-five feet. The motion was seconded and debated. It was then moved and seconded that debate be limited to five minutes for each member. What is the minimum number of votes required to adopt the motion to Limit Debate if all 45 members were present and 30 cast a vote?

  3. The high school's Chess Club has all of its 25 members in attendance. A member moved that our club purchase two chess sets for the library. The motion was seconded, and after debate, 12 members voted in the affirmative and 12 members voted in the negative on the motion (the chair did not vote). How should the chair vote if he/she was not in favor of adopting the motion? Explain your answer.

  4. The Astronomy Club has 50 members and a quorum is a majority of all members. It was moved and seconded to adjourn when a main motion was pending. What is the minimum affirmative vote required to adopt the privileged motion to Adjourn if 21 of the 30 members present cast a vote?

  5. The City Swimming Club has 100 members and a quorum is 51% of all members. A motion was made to purchase a new diving board. It was seconded and debated and 29 of the 50 members present voted in favor of the motion. Was the motion adopted? Explain your answer.

  6. The County Soccer Club has 87 members and a quorum is 50% plus 1 of all members. Forty-five members were present and a motion was made to purchase 30 acres for soccer fields. The motion was seconded and debate followed. It was then moved and seconded to amend by striking out "30" and inserting in its place "20." If 44 of the 45 members present voted, what is the minimum number of affirmative votes required to adopt the amendment?

  7. The County Sports Club has 200 members and a quorum is 51% of all members. One-hundred and one members were present to vote on a motion that was moved and seconded to donate $200,000 to help build a new high school football stadium. All 101 members present voted in the affirmative for the motion. Was the motion adopted? Explain your answer.

  8. The High School Mathematics Club has 11 members and a quorum is a majority of all members. What is the minimum vote required to adopt a motion that was moved and seconded to recommend to the principal that an Advanced Calculus Course be offered for the next school year? Seven members were present and 5 voted.

  9. The City Park's Board of Directors has 13 members. A motion was made and seconded to construct an Olympic size indoor swimming pool at the city park. When the motion was pending, it was moved and seconded to postpone the motion to the next regular meeting. After debating the motion to Postpone, 9 of the 13 board members who were present voted. The vote was 5 in the affirmative and 4 in the negative without the chair's vote. Explain how the chair could vote on the motion to Postpone in order for it not to be adopted.

  10. Assume there is a meeting of an organization with a membership of 30 and a quorum of 10. There are 25 members present and 15 members participate in a vote on a motion.
    a. What is a majority vote on the motion?
    b. What is a two-thirds vote on the motion?
    c. What is a majority of the entire membership?
    d. What is two-thirds of the entire membership?
    e. What is a majority of the members present?

  1. The minimum affirmative vote to adopt the motion is 11, which is a majority vote of the 20 members who voted.

  2. The minimum affirmative vote to adopt the motion to limit debate is 20, which is two-thirds of the 30 members who voted.

  3. The chair should not vote, because a tie vote (12 affirmative and 12 negative) means that the motion was not adopted and a negative vote by the chair would not change the final results.

  4. The minimum affirmative vote to adopt the motion to adjourn is 11, which is a majority vote of the 21 members who voted.

  5. The motion was not adopted. Only 50 members were present, which is not a quorum, and therefore the vote was null and void. A quorum for the swimming club is 51% of all the members, which is 51 members (51% x 100 members = 51 members who must be present in order to have a quorum and conduct a legal meeting).

  6. The minimum affirmative vote to adopt the amendment is 23, which is a majority vote of the 44 members who voted.

  7. The motion was not adopted. 101 member were present, which is not a quorum (51% x 200 members = 102 members who must be present in order to have a quorum and conduct a legal meeting).

  8. The minimum affirmative vote to adopt the motion is 3, which is a majority vote of the 5 members who voted.

  9. The chair can vote in the negative for the motion to Postpone and thus create a vote of 5 in the affirmative and 5 in the negative, which is a tie vote, and the motion is lost. The chair's negative vote would make a difference in the final outcome.
